Dogs are not afflicted with the same types of issues (i.e., salmonella) that humans are.
Cooking the meat evaporates water and burns off some of the good vitamins that make raw such a good feed. (and cooking makes bones dangerous).
I started feeding my puppy raw right after bringing her home (6.5 weeks old)...just be forewarned that puppies who eat tend to grow slower than puppies fed kibble/commercial dog food.
