Council To Study Animal Proposal

The Greenwood City Council, the city attorney and some local veterinarians will study animal control issues tonight and move the city closer to developing a proposal aimed at ensuring responsible, safe pet ownership in Greenwood.

The study meeting is set for 6 p.m. at City Hall, 30 Bell Road, Greenwood.

The council tabled discussion of the matter at its Aug. 4 meeting after word of a proposed ordinance draft spread, igniting considerable controversy and drawing a vocal, standing-room-only crowd, primarily of protesters.

Both Mayor Kenneth Edwards and Police Chief Keith Jackson told attendees then that the draft was a compilation of ordinances from other communities and was intended merely as a discussion starting point.

Opposition at that meeting included dismay at the 21-page draft’s proposed limit of four dogs and/or cats per household; disagreement with the proposed livestock prohibitions within city limits; the proposed banning only of pit bull breeds and dismay at the proposed detailed requirements for pet care and registration.

Several pages of the draft are devoted to dangerous dogs. With some exceptions, it would ban specific dog breeds. It would require the safe confinement of dogs considered to be dangerous, as well as proof the owners hold a $1 million liability insurance policy for any personal injuries the animal may inflict.

The draft would require pets be kept in approved, safe, sanitary enclosures. If kept in a dog pen, each dog must be allowed at least 150 square feet of space, the draft states. It would prohibit simply chaining or tying a dog.

Several months ago, city officials began discussing the need for updated animal control regulations.

Due to lack of funding, the Sebastian County Humane Society closed its Greenwood shelter in 2007.
Late in July, a Greenwood woman was mauled by a pit bull on Denver Street. That dog has been put down, the mayor said on Aug. 4.

Greenwood resident Kimberly Brown told council meeting attendees she wants an ordinance for irresponsible pet owners, “one to make them responsible pet owners.”

Former Mayor Garry Campbell, who said he and his wife have also been the victims of a dog attack, said the only ordinance the folks attending the Aug. 4 meeting want is one that prohibits loose dogs.
