I seriously hope that you are paraphrasing your vet, because if that IS what your vet said then your vet doesn't know anything about dog behavior.
If she has never been muzzled before, that muzzle is going to make her worse... a LOT worse.
Before you pay for that specialist, you should find out her credentials... there ARE no credentials. Anyone can label themselves a 'professional behavorist', some people attend classes and get hands on experience and some just decide that they are behavorists.
I'm sorry this has gotten so bad. What were the circumstances of the bite (NOTE: I am not excusing the dog in any way, I am just curious as to what happened)
