Wally wears it because he marks NOT because he has accidents.

Is he on a regular potty schedule? If not I'd get him on one ASAP. I'd probably also work on crate training
Ask you vet if you can drop off a urine sample to be tested as well instead of having to bring him in... you can also check his temp as with infection often but not always comes a fever
