Yes, there is a difference.
Pulling in snow, which is like a drag sled produces the lowest weight pulled. Then comes the wheeled. If you make the platform as big as possible then put large wheels on the outside of that you will maximize the weight pulled. Rails produce the largest weights pulled.
If your practicing I would use a drag sled. You don't need wheels because you should pull them on the grass or dirt. Pavement and concrete is too tough on them unless you have carpet.
Since you know how to weld I would fashion something like this.
