He's an abuse case Leah found. A great vet clinic helped with his surgeries but the remaining bills are getting high. Sigh. How can people sleep after they do things like this?

His leg was broken and then healed with his paw almost upside down. He was taken by AC as an abuse case then given back to his abusers. The beat him some more for a few weeks until he was taken again. He then sat at AC for 2 weeks like that. Nice huh? He has Demo and other old healed wrong injuries as well. His leg had been twisted for a long, long time.

from experience, my guess is that the law required it. likely ac did not have enough against the people to keep the dog. i know that happens a lot here in PA. cruelty laws are weak to begin with, and many judges won't even enforce the ones that are on the books.
