Prora has never been used as what it was planned to be used. It was planned to build a beach resort for 20.000 people. 8 Buildings were built between 1936 and 1939. As WW2 started in 1939 all work on Prora stopped. In 1943 they finished parts of the southern Buildings to have new living room for people from Hamburg (as you know, Hamburg was badly destroyed during WW2
In 1940 Prora was a Military Hospital for the German Wehrmacht.
When the Sovjets took over control at the sovjet sector in Germany, most parts of Prora were destroyed by the sovjet Army. Later Prora was used as a Military Base for the NVA (i don't know how to translate "Nationale Volksarmee", Army of the former German Democratic Republic
After the German Reunion in 1990, the German Armed Forces took over Prora (until 1992)
1993-1999: used as the worlds largest youth hostel.
