Question about milk drying up

Ok, so here's the first of what I'm sure will be many questions to come!

My foster pups haven't nursed since Sunday. I cut down on mama's food to help her milk dry up. I felt of her today and her teets are very warm to the touch and feel weird. The saggy skin feels almost like playdoe. Very thick and pliable....firmer than I would expect....mooshy is a good word. She doesn't appear to be in pain and didn't act like I was hurting her when I was messing with her. There is no discharge that I have seen.
Is this what's supposed to be happening for her to dry up?

I wouldn't cut her food back, she'll still need it, especially if she was underweight. You need to let the puppies nurse a bit, maybe a minute or two. Then pull them off and let her take a break. Just every day or so, then every other day, etc.
