I think so. At first he was a bit like "you put me in a whole body cast, lady" but after trying it out while swimming, I think he saw it's benfits and seemed to move around just fine. We'll know more when we use it more 
I'm holding off on that for now until he needs it more, its still 50-60 farenheit here, so not too bad.
The floatation aspect of it is pretty handy, too.
I've always thought he appreciated his coats and booties when it was cold, too.
