Dog Owner Could Face Charges

(Fort Wayne - WANE) When a dog bites, Indiana State Law says the owner has to own-up, even if the dog left the owner's property without the owner knowing.

"The ultimate responsibility, regardless of why the dog did what the dog did, is on the owner who had the dog off his
property at the time of the bite," Fort Wayne Animal Care and Control Director Belinda Lewis said.

That's just what happened to Noah Skeens, 6, Monday afternoon. He got off the school bus to find the neighbor's two Rottweilers in his yard. The dogs had escaped from the barn where they were being held.

The male dog attacked Noah's face, leaving him with several stitches. The dog also bit Noah's sister, Alexis, 11, who tried to get the dog off of Noah.
