the other question is, did they decide against it and create a law for "dangerous dogs" or leave it open to be brought up again.

I am happy to say that in MA, we were able to have Dangerous Dog ordinances written up for each city. We are still working in Fall River, but it looks to be going in the right direction. We also have a statewide Dangerous Dog Bill we have working on for over a year and we are going to push like mad this year to try to get it thru and passed. Unfortunately we have pur MSPCA who has their own agenda :x
