Police: Woman who urged dog to attack is arrested

PALMETTO — Barbara Lee Phelps was walking a 100-pound Rottweiler when, police say. she told the dog to bite a man sitting on a porch at Lone Oak Mobile Home Park.
Phelps, 49, also told the dog to defecate in the man’s yard, according to Palmetto police reports. The man told Phelps and the dog to go away, and Phelps walked down the street.
Police arrested Phelps on Wednesday on a felony charge of aggravated assault — with a dog. Phelps said the dog belongs to her roommate.
It was not immediately known Thursday whether the dog was on a leash.
To prove the assault charge, the state must show the victim thought violence was imminent and that he feared for his life.
Phelps was hostile after she was arrested, according to police reports. About a mile away from the Manatee County jail, Phelps reportedly kicked out the back window of a patrol car. Police tacked on a criminal mischief charge.
